Togh Keyoh is the setting of Kaori Yuihara chapter of Shadowverse: Worlds Beyond, and the web novel of BP18: Neometropolis.
History
Togh Keyoh is a city once known as Tokyo, until the attack of invaders from another world. The invasion completely reshaped Togh Keyoh with powers that defied every known existence. The current Togh Keyoh was formed by what is known as the "Third Invasion", with details surrounding the first two have been lost to time. Utilizing highly advanced cybernetic technology, the city functions as the world's center of economy, distribution, and various other aspects.
Following numerous power struggles between criminals, law enforcers and other factions, the revaged city archieved a thin veneer of normalcy. It became a metropolis of unparalleled technology and magic, divided into 22 individually governed wards.
Otherworldy creatures left behind by the invaders, referred as Outsiders, still exist in Togh Keyoh but just certain individuals can percieve and deal with them.
Culture
The city's infrastructure is centered on digital technology, known as the Net. It is divided into 12 access levels based on the zodiac signs. Scavengers, or Scavs, are bounty hunters seeking promosing data to turn a profit on and for the right price, they take any request posted on the Net.
The entire city is regulated by an artificial intelligence known as the Mikado System, which monitors it through the Myria devices installed throughout the city. Each ward has its own "ward office" that maintains public order, but some wards have organizations that even the ward offices cannot control, so public order is far from good and crime rate is high.
Cybernetic body modifications are common in the city, enhancing physical abilities and and even replacing lost or diseased organs and limbs. This creates a cybernetics arms race of sorts, dividing the "cybernetics" from the "gearless".
Due to otherworldy interference, mainly due outsider relics left behind in the invasion, some individuals obtained magical powers, come to be known as Whisperers. From lowest to highest, they classified by five titles: Apprentice, Artificer, Wizard, Mage and Archmage. Even a low-class Whisperer is equivalent to ten non-magical soldiers, making them greatly feared in society.
The Six Clans
They are six large organizations that command great power within Togh Keyoh.
- HERB'S: A radical environmentalist group founded by Roro Ronnie. They are working to bring back "real nature" to Togh Keyoh, a place where greenery has vanished. Many of their members are former sufferers of lung disease caused by pollution, and they aim to purify the air with plants, but their methods are paranormal and extreme, with no regard for sacrifice or damage. The Sea of Trees where their "headquarters" is located appeared overnight in the city, and has become an extremely dangerous area that even the ward office has difficulty intervening.
- Shinra Detective Agency: Nicknamed "Kagikaze" for their head, Shinra Kagikaze, is an agency that collect and store all information flowing through the NET, and use it to solve various cases. While the organization is made up of personnel with exceptional intelligence expertise, most of their work relies on Shinra's personal information processing ability, which rivals that of the city's unified AI, the Mikado System. Their power to influence everyone connected to the NET makes them a threat unlike any other.
- Savior of the Lost: A religious organization that upholds faith in God in a world where goodness and faith have long been forgotten. Headed by Seishiro Tensha, it carries out numerous charitable activities without expecting anything in return, and has gained immense support, especially in the poor area of Komaku. However, its charitable activities go beyond simple aid for the poor; it also includes the use of force against organizations, companies, and individuals that Seishirou has deemed "evil. " Many of the phenomena surrounding Seishirou and his members cannot be explained by science, technology, or magic, and the ward office views their mysterious and unpredictable nature as dangerous.
- Odd Jewelry Inc.: The top fashion products company directed by its CEO, Mana Shinjo. By incorporating unique power stones, they sell clothing products that combine practicality for crime prevention and self-defense with high fashionability, contributing greatly to the public safety. Made up of talented individuals whose abilities were discovered by Mana's discerning eye, the company's employees overcome the enormous, difficult, and unreasonable workload with their respect and devotion for Mana. Their popularity, achievements, and fame are unmatched among the Six Clans, and their influence extends to some corners of the ward office.
- Maka Issenman High School: A "school" composed of female demihumans who are former subjects of experimentation at Amasia Factory who ended up destroying it. Led by El as the student council president, the students aim to "reclaim their youth" but their activities often involve wanton destruction.
- Secret Burial Sisters: An assassination group led by the sisters Ilze and Ulze, considered the most dangerous among the Six Clans. They appear before anyone who meets "certain conditions" and kill them absolutely, ruthlessly, no matter how much they resist. Their existence became known to the public when the ward office suddenly designated them as one of the Six Clans, but the details are largely unknown. Their appearance has not been recorded on any recording medium, and all that can be confirmed is the words of those who claim to have been there or seen them, and the victims they are believed to have killed.
Former
- Amasia Factory: An extremely affluent business conglomerate that secretly performed illegal experiments with Whisperers and Outsiders. Following the revolt from the subjects of the "Flight" experiment, Amasia Factory plummet and Maka Issenman High School took their place.
Ministry
As Togh Keyoh lacks central government, the Ministry holds the highest authority within the city, but jurisdiction varies from ward to ward. Deacons are the ones with the highest position within the Ministry, each overseeing one of the 22 wards.
The Ministry is divided into many different bureaus.
Bureau of Justice
Operates in the Mao Ward. It dedicates to apprehend criminals, following the revelations of the Mikado System. They specialize in appreheding Outsiders.
